Confaz: Santa Catarina will present proposals on ECF and Tax Substitution

Two guidelines will be highlighted in the participation of Santa Catarina in the next meeting of Confaz - National Council for Farm Policy, which takes place this morning and morning (Thursday and Friday) in Belo Horizonte (MG).

The first proposal is to offer presumed credit to taxpayers for the purchase of a Tax Coupon Issuer (ECF) and the Tax Application Program
(PAF) for use in equipment. Companies with sales of more than R $ 120 thousand a year need to use ECF, as well as those that use debit / credit card. If the billing exceeds R $ 120 thousand / year, the establishment will also need to use the PAF, which provides online sales data to the Secretariat.

“The proposal is a way of stimulating the regularization of taxpayers, who are not always able to acquire the equipment and software required by law”, summarizes the Secretary of State for Finance, Cleverson Siewert. He points out that the farm recently launched an inspection operation in restaurants, “Pratos Limpos”, and that the complaint about difficulties in the acquisition was recurrent.

The other proposal from Santa Catarina is related to the Tax Substitution regime. Recently, the State Government, in consensus with members of Cofem - Council of Business Federations of Santa Catarina, defined a reduction of 70% in the added value margin (MVA) of approximately 450 products. Since the beginning of September, the measure has benefited thousands of micro and small companies opting for Simples in Santa Catarina. The reduction applies to the original MVA and adjusted MVA - that is - for internal and interstate operations. The ICMS rates will be maintained.
The tax substitution regime remains in force, as a way to facilitate tax control over companies.

“We went through a long process of negotiation with the entrepreneurs. Fazenda Santa Catarina opened the door for discussion and the solution was as democratic as possible. We will defend that other States adopt the same system ”, says Siewert.
