IN GOOD TIME (and what a moment!) Interpol's director-general, Robert Noble, is arriving in Brazil, accompanied by 10 agency directors. But they don't come in service - what a pity! They will participate in the International Congress to Combat Piracy, which takes place, on the 13th and 14th, at the Rio de Janeiro School of Magistrates. The American police authorities will give lectures and seminars, and their agents will train our policemen in specialized techniques to fight crime, wow!
