With an eye on taxes, the Government gives the deadlines to the stations to adapt to inspection at the pump

The implementation of the Fiscal Application Program (PAF-ECF) does not require the installation of electronic fuel pumps. State filling stations have until the 22nd of this month to adapt to the system, which can also be installed in mechanical pumps.
The explanation was given by the manager of the Tax Substitution Inspection Unit of the State Finance Secretariat (Sefaz), Victor Hugo Cabral Ortiz. "Although it is ideal, it is not mandatory to have an electronic pump", says Cabral. The type of pump does not interfere with the implementation of the system or with the installation of the Fiscal Coupon Issuer (ECF), which “can be a thermal or matrix printer”, explains Edson, manager of the Commercial Automation Control Unit (Unicac), Sefaz Oshigame.
The electronic pump and the thermal printer are more modern equipment, which are being purchased by the newest establishments, but are not mandatory items. “We respect the investment that the taxpayer made with the purchase of the mechanical pump and the ECF dot matrix printer,” says Oshigame.
PAF-ECF
The Tax Application Program interconnects the fuel pump, the tax-emitting equipment, the tank and the concentrator, the flow management of liquid inlet and outlet of the tank through an electronic system. With the implementation of the application, owners will be more rigorous in controlling the entry and exit of fuel, which prevents fraud by employees. “It is security for inspection and for the owners of posts”, says the person in charge of the Inspection Unit.
The ECF application for the automation of gas stations is part of a national program and Mato Grosso do Sul was the first Brazilian state to implement it.
Term
The initial deadline for adapting the sector was January 1 this year, but to meet the union of the category, Sinpetro / MS, the deadline was changed. Posts that do not install the PAF-ECF until the 22nd of this month may, as of July 1, be fined up to a thousand Uferms, the state's fiscal unit, which is equivalent to approximately R $ 15 thousand, and will have the status of the state registration changed from “active” to “provisional”, which prevents the establishment owner from purchasing fuel, according to the rules of the National Petroleum Agency (ANP).
The cancellation will not be immediate so as not to harm the taxpayer, explains Victor Hugo Cabral. "If the State suspends the registration of the taxpayer, the registration is canceled by the ANP", which takes up to six months to be regularized.
Application
To purchase the application, the owner can choose from the 150 existing developers in the country. The acquisition of the Tax Coupon Issuer (ECF) can be made at the 24 state companies accredited by Sefaz for the sale, installation and maintenance of the equipment.
Cost
The adaptation of the post to the program costs an average of R $ 2 thousand and takes a maximum of 15 days. For establishments that already have an electronic pump, the process is simpler than for those that still use the mechanical pump, however, the manager of Sefaz's Tax Substitution Inspection Unit emphasizes that there is no obligation to change equipment.
About 70% of the 600 gas stations in Mato Grosso do Sul have already adapted to the program.
