Electronics: the R $ 6 trillion note

On the Electronic Invoice portal: (www.nfe.fazenda.gov.br), the entrepreneur has a step-by-step of all the processes necessary to act and know how to issue and control his invoices. 430 million of them have already been issued throughout Brazil. The use of paper invoices to register transactions between companies has its days numbered. It is the end of the bill slip, carbon and the beginning of greater control of tax evasion. Since September 2006, it has been replaced by the Electronic Invoice (NF-e), a digital document, issued and stored electronically and which will be available to the tax authorities. Until yesterday, more than 430 million of these notes had been issued throughout Brazil, of which 141 million were in the State of São Paulo alone. The document is already used by almost 90 thousand establishments and the transactions add up to more than R $ 6 trillion.



Since September 1, 57 economic segments have been forced to use the new document, an integral part of the Public Digital Bookkeeping System (Sped). With the tool, both the Federal Revenue Service and the state finance departments will have real-time access to the operations of taxpayers who, from time to time, are called upon to use it. For now, taxpayers are selected by industry, regardless of the size of the companies. In other words, the obligation covers even the companies included in the Simples Nacional.



According to systems analyst Carlos Roberto Bassani, from Delta Sistemas, the São Paulo State Finance Secretariat (Sefaz-SP) provides access to the electronic invoice system on its website. Thus, the document can be issued on the portal. In that case, the taxpayer will have to bear the cost of digital certification. “The volume of notes sent is small. For companies that need to issue a considerable volume of documents, however, it is impracticable to use the free tax service, ”he explains.



In the case of large contributors in terms of notes generated, the alternative is to adapt their systems. And the cost will depend on the company's technological stage. About the novelty that takes the sleep of many contributors to the Tax on Circulation of Goods and Services (ICMS), Bassani says that there is more doubt than resistance in accepting the digital document.



There are taxpayers who confuse, for example, the NF-e with the Nota Fiscal Paulista, used in transactions with the final consumer and which gives the right to ICMS credits. The electronic note instituted by city halls, mandatory for service providers, also creates confusion.
