In one month, electronic invoice has 82% adhesion

Since the first week of October, many restaurant customers are wondering what is new when asking for the bill: in addition to offering coffee, the waiters also ask if the person wants to inform the CPF to put on the invoice.


 


“We started preparing our teams two months ago. The waiters have been trained to ask customers, when they ask for the bill, if they want the note with the CPF. Our equipment has also been adapted so that there is no delay for customers, ”says Márcio Libtel, manager of the América do Shopping Eldorado restaurant.


 


The adjustments were made so that the implementation of the Nota Fiscal Paulista did not change the routine of the place. Close to completing a month of the implementation of the state program, which came into force on October 1, the manager says that the number of customers asking for the identified tax coupon is still small, which can guarantee discounts on various taxes such as the Property Tax of Motor Vehicles (IPVA). “Only about 30% of people are asking. I think it is due to the lack of information from the client ”, he says.


 


If for the manager, the number of clients adhering to the new score is still small, for the state government the program is being seen as a success. According to the website created by the Finance Department for the program, at 21:19.850 pm on Friday, 24 establishments had already registered with the Nota Fiscal Paulista. “Altogether there are about 82 thousand restaurants in the state”, says Kássia Caldeira, an assistant to the secretary. For her, the adherence of more than XNUMX% of restaurants to the program before he completes the first month is proof that he is working.


 


The website also shows that, in the same period, 3.747 tax notes or coupons were registered, a small number for the volume of registered establishments. “This represents the people who accessed the system online. But there is also a restaurant that is participating in the program making the note by hand, in the traditional block, and who issues fiscal block. Those will start transmitting this month's notes from November 10th ”, he says.


 


The program, which aims to reach all commercial establishments in the state, was initially implemented in restaurants. In November, there will be more than 106 thousand bars, bakeries and snack bars that should sign up. When the schedule is met, in May 2008, 750 thousand establishments will be working with the new invoice.

The new system works as follows: the consumer asks for the invoice and informs the CPF. After the establishment collects the value of the Tax on Circulation of Goods and Provision of Services (ICMS), the Secretariat of Finance will credit the consumer with the tax portion to which he is entitled. The credit can be used to reduce the value of the IPVA or be deposited in a checking account, savings account or credit card. The amount can also be transferred to another person or received in prizes.


 


To accumulate credits, the consumer does not need to register. Just ask for the CPF number to be placed on the invoice. Then, with the document in hand, it is possible to find out over the internet whether the merchant has already paid the tax to the government, and how much will be returned.


 


The State Secretary of Finance, Mauro Ricardo Costa, said that traders can be fined if they do not issue the note. “The fine is R $ 1.423 for an invoice not issued. There is no complication in this process, he issues it by registering the CPF there on the invoice and transmits it to the finance secretary ”.


 


The Nota Fiscal Paulista was inspired by the Electronic Invoice of the Municipality of São Paulo, implemented in June 2006. So far, service providers in the city have issued 100 million bills, with collection of R $ 3,4 billion in ISS.
