Interview - Luiz Carlos Hauly: micro and small companies contribute to the country's development

One of the greatest defenders, in the Chamber, of micro and small companies, deputy Luiz Carlos Hauly (PSDB-PR) says it is necessary to promote a national debate on tax reform, aiming not only to reduce taxes, but to promote “a revolution” in the system tax and economic growth.
The parliamentarian, who was the rapporteur of the proposal that gave rise to the General Law of Micro and Small Enterprises (Complementary Law 123/06) and to Supersimples, also highlights the need to increase the number of beneficiaries of the system. Critical of the national defense policy, Luiz Carlos Hauly believes that the National Defense Plan, presented by the government last year, has positive points, but needs broad discussion in the House.
Do you consider positive what has been done by the micro company in Brazil?
Since my first term I dedicate myself to the cause of micro and small companies and, therefore, I was the rapporteur of the great majority of “Simples”, highlighting Supersimples, Complementary Law 123/06, which promoted a mini revolution in the tax system of the small business owner.
Also the Law of the Individual Microentrepreneur, known as MEI, which is part of Simples Nacional, is a great achievement for small entrepreneurs in Brazil. This measure, which came into force in July, should encourage the formalization of more than 10 million individual workers. However, there is still a lot to do for the little ones, because guaranteeing the social is creating jobs.
Jobs come from production. Production generates wealth. Wealth generates taxes, which generate even more the social. Within all this is the micro and small business, which is the main driver of our economy.
How do you evaluate the tax reform in progress at the Chamber?
I am an advocate of tax reform that promotes social inclusion. For this reason, I only conceive it aiming, not only to reduce taxes, but to promote a revolution in the tax system and the growth of the national economy. The reform under discussion does not solve a crucial problem: easing the tax burden.
The tax system is chaotic and will continue to do so if the text of deputy Sandro Mabel (PR-GO), rapporteur on tax reform, is approved. I have a bill that is the opposite of what is proposed, because it defines a reform with income distribution and based on three taxes: Strong Income Tax; selective tax that replaces all value-added taxes; and financial transaction tax.
How do you see the National Defense Plan?
Brazil, as the 10th world economy, has to be prepared and, for that, it needs a strategic plan in the defense area, mainly for patrolling our northern border, where most of the national wealth is concentrated. For this reason, the most positive point of the National Defense Plan is the fact that it provides for a greater concentration of troops in the Amazon and in border areas, and points out priority projects for the three forces.
It is essential to strengthen the national military fleet, including the purchase of nuclear submarines that can reinforce the inspection of the country's northern border. I also understand that it is necessary to ensure that government purchases related to National Defense guarantee the transfer of technology. Today, the Armed Forces arsenal is in the process of recovery. In these purchases, it is important to observe the transfer of technology as a major factor for our economic development.

I am asking for the presence of Defense Minister, Nelson Jobim, at the Committee on Foreign Affairs and National Defense so that, in a private meeting, he can provide clarifications, including on recent facts related to the installation of a new United States military base in Colombia, and the transfer of Venezuelan armaments to the Revolutionary Armed Forces of Colombia (FARC). My request was already approved by the committee on August 12th.
