As of April 1, the liquid fuel and tobacco sectors will be the first to adopt the electronic invoice (NFe) on a mandatory basis. All States have already signed the ICMS Protocol 10/07, which provides for the obligation, but in practice there are still those who are behind in the development of the system and its implementation.

In order to promote the exchange of experiences on the use of NFe, as well as to debate what facilitates and hinders its implementation process, ETCO - Brazilian Institute of Ethics in Competition held a seminar on the 14th. The members of the institute who already work with NF-e shared their experiences with companies that are on the road to adoption.

Electronic invoices are considered by ETCO to be one of the most important mechanisms in combating tax evasion and a major step towards the modernization of tax administration. In addition to being an indispensable instrument in the search for a consensus on tax reform capable of meeting the demands and peculiarities of all States, it allows for control that opens the way for the simplification of the Brazilian system. With the electronic invoice it is possible to identify how much each State gains or loses with the change in the collection of ICMS. According to the information generated, it will be possible to define a reliable compensatory system for States that may lose revenue.

At the seminar, aimed at members of the institute, the companies Souza Cruz, Aché, Eurofarma, Sindicom and Kaiser, presented cases and exchanged ideas and experiences with other associates who have not yet implemented the NF-e. Important public names were also present, to present panels and conduct debates, such as: Newton Oller de Mello, assistant director of CAT - Sefaz / SP; Eudaldo Jesus, Encat Coordinator; Paulo Ricardo de Souza Cardoso, assistant secretary of SRF; and Álvaro Bahia, technical leader of the NFe project.
