Electronic invoice will give discount on IPTU

RIO - By unanimous vote, the Chamber of Aldermen of Rio approved on Thursday the bill that creates the electronic invoice. The new instrument allows the consumer to accumulate credits to be deducted from the value of the IPTU - up to the ceiling of 50% of the total value of the tax - every time he contracts a service in the city.

Mayor Eduardo Paes is expected to endorse the proposal by councilman Dr. Jairinho (PSC), but it will only be implemented in the first half of next year. As a result, taxpayers must keep invoices to add amounts that can be deducted from the 2011 property tax. According to Paes, the electronic system will reduce tax evasion, increasing the collection of the Tax on Services (ISS) by up to 5%. equivalent to an increase of R $ 125 million in the municipality's coffers.

Despite the direct benefit, property owners will only be able to deduct a maximum of 50% of the IPTU value. To reach this ceiling, the consumer can accumulate 30% of the ISS due in the case of individual service providers or 10% if they are companies. That is, for a service that costs R $ 100, the provider has to pay R $ 5 in tax (5% ISS). The 30% for the consumer will be calculated on the R $ 5, which corresponds to R $ 1,5. In the case of hiring a service from a company, the consumer would earn R $ 0,50 discount.
