The Getulio Vargas Foundation of São Paulo prepares a map of the Brazilian tax structure to quantify the losses that the states would have had if they unified the rates of the tax on the circulation of goods and services (ICMS). The work was commissioned by the president of the Competition Ethics Institute, Emerson Kapaz, and will be used to defend the positions of businessmen in the discussions of tax reform in Congress.
