National project of electronic document for transport is launched in São Paulo

Technicians and representatives of the Tax Authorities of several States participated today (28/04) in the official launch of the National Project for the Knowledge of Electronic Cargo Transport - CT-e, which aims to replace the current system for issuing documents with a single electronic model. paper taxes used in the transportation of interstate and intercity cargo (valid for road, rail, water, air and pipeline transportation).

The CT-e serves as a new electronic fiscal model by extending the benefits of tax modernization of tax documents to cargo carriers in the State, following the same premises and standards of success used in the Electronic Invoice (NF-e) project.

In São Paulo alone, there are more than 10 million paper tax documents issued monthly by the sector that will tend to be replaced by the electronic model, bringing benefits to transport companies, service borrowers, tax inspection and the whole society.

Since the beginning of its implementation in the experimental phase, on April 3, so far, more than 35 thousand CT-e have been issued in the country. In the State of São Paulo alone, 30 thousand CT-e have already been issued.


For the São Paulo Finance Secretary, Mauro Ricardo Costa, the creation of CT-e can be considered a big step in the form of conscious tax administration. “Brazilian society no longer accepts that the tax burden is increased in order to solve problems related to the growth of public expenses. It is no longer possible to create taxes or even to increase existing rates. It is important that tax authorities can improve the efficiency of their administrations, so that they cover those who are not paying their taxes properly and can, in doing so, reduce the individual tax burden. ”


In this stage of the project, the issuance of legally valid CT-e is restricted only to the 43 companies participating in the pilot, whose list can be found on the page www.fazenda.sp.gov.br/cte.

Members of the Federal Revenue and Finance Secretariats of São Paulo, Goiás and Rio Grande do Sul gave lectures during the event, showing the development process of CT-e with the States and companies, as was its implementation, especially in São Paulo and Goiás, and the results obtained so far with the pilot project. There was also a demonstration, in real time, of the issuance of a CT-e.

Following the example of what was done during the implementation of the NF-e, the Finance Department of São Paulo will soon open new phases of voluntary participation so that other São Paulo companies in the transport sector can benefit from this project. A free CT-e issuing program will also be made available for the road and waterways modes, which will simplify the adhesion of small and medium-sized companies to the project. In this case, companies will only need to have digital certification and internet access.

The São Paulo State Finance Secretariat has participated since the beginning of the CT-e project together with the other State Finance Departments and the Federal District, Federal Revenue of Brazil, Manaus Free Trade Zone Superintendence, transport regulatory agencies (ANTT , ANAC, ANTAq and DMM), National Association of Cargo and Logistics Transporters - NTC & Logística and the 43 voluntary companies. The national coordination of the project is in charge of Encat (National Meeting of Tax Coordinators and Administrators).

In addition to the São Paulo secretary, the holders of the Rio Grande do Sul Farms, Ricardo Englert, and Maranhão, Cláudio José Trinchão Santos, participated in the event, as well as the undersecretary of the Federal Revenue Service, Henrique Freitas. Representatives of the Inter-American Development Bank (IDB), Federal Revenue and companies that participated in the pilot project were also present.

Electronic Invoice - In operation since April 2006, the NF-e is a document of existence only digital, issued and stored electronically, with the purpose of documenting, for tax purposes, a goods circulation operation or a service rendered between the parts. Its legal validity is guaranteed by the digital signature of the sender and by the receipt, by the Tax Authorities, of the electronic document, before the occurrence of the taxable event.

Up to February this year, more than 100 million Electronic Invoices were issued. Taking advantage of this opportunity, the finance secretaries and NF-e project leaders received this Tuesday, during the launch of the CT-e, a commemorative plaque for the NF-e, celebrating the record number of electronic notes issued in the country.
