State Finance Department modernizes fiscal control

The Secretary of State for Finance, Simão Cirineu Dias, released on Tuesday (27), the new measures for the inspection of the transit of goods in Minas Gerais. As has already happened in other states, such as Rio de Janeiro, São Paulo and Espírito Santo, the new measures will create greater dynamics and efficiency in the collection of taxes and will be implemented until March 31, 2010.
Within the new model, SEF will reduce the number of fixed stations and expand the steering inspection. ”Modernization considers that static points, combined with the extension of the road network and alternative routes, open opportunities for inspection to be circumvented. In addition, currently fiscal control has the advantage of using modern electronic tools, ”said Simão Cirineu.
The undersecretary of State Revenue, Pedro Meneguetti, informed that today there are 40 tax posts distributed throughout the State. With the restructuring, the 24 static posts will be strategically concentrated in the southern part of the state, responsible for 93% of the Gross Domestic Product (GDP) in Minas Gerais. According to him, SEF / MG will be concentrating its attention on the largest volume of goods in transit, which need to be better monitored to avoid tax evasion.
Minas Gerais, in its effort to modernize the fiscal control of goods transit, invested in the intensive use of electronic tools, such as bookkeeping and electronic invoice, and will now join the initiative of several states that have already successfully undertaken the dynamic model of oversight.
With the restructuring of the fiscal control system, the monitoring of the transit of goods in Minas Gerais will favor electronic data crossing, itinerant inspection and the concentration of fixed stations in a more strategic way.
The State Secretariat of Finance of Minas Gerais (SEF / MG) will have 37 units exclusively dedicated to this function, an Executive Inspection Directorate, linked to the Inspection Superintendence, 12 Traffic Tax Precincts (DFTs), including one specifically for Foreign Trade (DFT / Foreign Trade) and 24 inspection posts.
With the new system, the system for checking loads will also be carried out in the yards of distributors, wholesalers, distribution centers and handling of loads for inspection, which speeds up the service to the taxpayer / transporter.
Two traffic coordinators will also be created, composed of specialized teams, with a view to a more dynamic performance; a Nucleus of External Taxpayers (NCONext), in the Federal District, enabling an increase in fiscal control of interstate operations; and defined the reuse of inspection posts as support points for the dynamic and agile performance of goods transit inspection activities, reallocating the servers in order to better serve the specialized units.
More agility
The restructuring objective is to bring agility to the taxpayer / carrier, increase the mobility and effectiveness of fiscal control and significantly reduce unfair competition for the mining industry. The idea is to avoid the long period of stopping at the posts given the difficulty of checking loads in the same environment as the checkpoints, especially in relation to fractionated loads. “This compromises the agility of cargo transportation in Minas Gerais, also reflected in the composition of Custo Brasil”, argues Finance Secretary Simão Cirineu.
With resources from the Profort / IDB program, the State Department of Finance is investing R $ 18 million in control systems, vehicle acquisitions, notebooks, security equipment, furniture for tax police stations and traffic police stations, training for civil servants, among others. others.

Still during the interview, secretary Simão Cirineu made an assessment of the behavior of the state revenue, informing that some positive signs indicate a small recovery in the beginning of the second semester. From January to September, revenue totaled R $ 15,8 billion, while in the same period last year it reached R $ 16,3 billion. At that time, we were not yet facing the effects of the global crisis, he noted.
Some sectors, such as mineral products and steel, lead the list of those that have left the most to contribute, due to the crisis. But the ICMS on imports, fuels and communications also showed significant losses. Commerce, on the other hand, maintained a positive revenue, as well as that of beverages. But in September, said the finance secretary, a recovery was observed in some other sectors, signaling a more positive behavior until the end of this year. Even so, the loss should be around R $ 1,6 billion, lamented Simão Cirineu.
