Mato Grosso hosts III International Seminar on Tax Administration of Brazilian States

Representatives of the Brazilian state tax authorities, the Ministry of Finance, the Central Bank and the Inter-American Development Bank (IDB), among others, met for two days on the theme “The challenges for tax administrations in times of crisis”.

On the 9th and 10th of this month, the III International Seminar on Tax Administration of Brazilian States (Siate) was held in Várzea Grande, MT, held in partnership between the Inter-American Center for Tax Administration (CIAT) and Sefaz-MT.

Present at the opening ceremony, the coordinator of the States at the National Council for Farm Policy (Confaz), Cláudio Trinchão, said that today Brazil is experiencing "a moment of conflict in federative relations". He highlighted the recent advances made in favor of efficiency in the Finance Departments, “even in an environment where there is a 'fierce' dispute between States for the new indices in the State Participation Fund (FPE), oil royalties, debts with Union, and even fiscal war to attract industries ”.

“At the last Confaz meeting, we managed to sign important agreements to strengthen federative relations between the Tax Authorities, such as the creation of the Institute of Tax Studies of the States of Brazil, IEFEBrasil, and also a consortium for the financing of projects,” said Trinchão. He explained that, many times, a State has expenses to implement a project, and another State, with the same problem, also makes expenses to solve it. "With the creation of IEFEBrasil, both will be able to share the account and seek the solution together", he highlighted.

For ETCO's executive president, Roberto Abdenur, who participated in the event, “It is highly commendable to improve the means of interaction between tax entities and taxpayers, which greatly strengthens and legitimizes the collection activity”.

The executive secretary of the Inter-American Center for Tax Administration (CIAT), Márcio Verdi, believes that there is a demand for integration. “Today, all countries are looking for ways to increase their revenue, and the exchange of information brings successful experiences from one place to another.” Verdi recalled that Brazil is a pioneering country, as it was not only the first in the world to receive income tax returns via the Internet, but it has advanced electronic tax bookkeeping, in addition to the Sped environment. "States are on the right path," said Verti.

The Institute should act in the activities of training, qualification and development of farm workers, and in improving the institutional activities of tax administrations. The states that have distance learning platforms are already making available, through the Development Group of the Fazendario Servante (GDFAZ), vacancies for the other States, forming classes shared by servers of several units of the federation. Currently, there are 12 vacancies being offered and courses have already been held with the participation of approximately 240 civil servants.

Among the main obligations of IEFEBrasil are included, promoting actions and adopting the necessary measures for the implementation of training, qualification and development of people programs, including sharing of experiences, distance learning programs, cooperation agreements for training in training courses. post-graduation (specialization, master's and doctorate), production of technical documentation, among other benefits.
