Among the main concerns shared by ETCO that contribute to piracy are the progressive environment of leniency between institutions and the government, which directly affects the improvement of economic activity, and the stagnation of the underground economy, which includes all production of goods and services. declared to the public authorities and that today represents 16% of the Gross Domestic Product of Brazil.

In an attempt to solve the problem of piracy in Brazil, Evandro Guimarães, ETCO's executive president, suggested the development of a complete official document with technical elaboration by the government. “The document must be comprehensive, convergent, cumulative and disseminable, and must contain an agenda of priorities and urgencies for the legislative, executive and judicial branches. Only with a sustained base in the fight against piracy will it be possible to promote the formalization of the national economy ”, he declared.
