Here comes the Electronic Consumer Invoice (NFC-e)

A pioneering project in the country promises to improve the inspection of the Federal Revenue and the Secretariats of Finance in retail sales. At a meeting held on June 27 in Porto Alegre, the National Meeting of State Tax Coordinators and Administrators (Encat) defined the implementation guidelines and presented the project.

About 150 people, including representatives of about 40 companies from all over the country, participated in the meeting, which aimed to present the NFC-e's implementation plans to entrepreneurs, tax administrators, IT technicians and representatives of commercial entities from several states.

According to the general coordinator of Encat, Eudaldo Almeida de Jesus, NFC-e is part of the electronic invoice (NF-e), which today is consolidated as one of the most important tax control tools. The data prove the effectiveness of the electronic invoice: since its implementation, almost 5 billion electronic documents have been issued. Currently, the monthly average is 180 million, by more than 865 thousand contributors.

For Almeida de Jesus, the new technology, in addition to improving inspection of retail sales, will reduce costs in the public and private areas. “We intend to use more and more what technology offers us to reduce the cost in Brazil. With the NFC-e the taxpayer will have one more alternative to fulfill the obligation to issue tax documents in retail operations and, on the other hand, the citizen will help us to fight unfair competition, due to the facility that he will have to consult tax documents on the internet and check if they are in our database. It is not fair for a company that complies with tax obligations to compete with another that does not, "he said, for whom" NFC-e will contribute to further promote tax justice. "

The states that will officially participate in the pilot are: Amazonas, Maranhão, Mato Grosso, Rio Grande do Sul and Sergipe. The ENCAT expectation is that, in the first half of July, the pilot group will be formed, with ten companies from different segments, to test the issuance of the note and the contingency alternatives.

The forecast is that the tests will take place until the end of the year, when other states should expand access to electronic issuance to all retail companies, through voluntary adhesion.

The communication channel of the companies participating in the pilot will be through the Virtual Project Office (http://projetosencat.sefaz.am.gov.br/). Pilot members will be registered on the website for restricted access and a communication channel with the project leaders.

Representatives of the Secretaries of Finance of Amazonas, Bahia, Ceará, Espírito Santo, Maranhão, Mato Grosso, Mato Grosso do Sul, Pernambuco, Piauí, Paraná, Rio de Janeiro, Rio Grande do Sul, Santa Catarina, Sergipe and São Paulo.
