Ten billion NF-es issued

nf_eIn September, Brazil recorded the extraordinary mark of 10 billion electronic invoices issued, a feat that also counted on ETCO's contribution to be materialized. The electronic document, officially implemented in April 2008 to replace the old paper notes, can be considered a true revolution in the accounting record, which brought benefits to tax authorities, companies and other taxpayers, in addition to positive impacts in different sectors of society.

With the electronic invoice, it was possible to identify, with precision and in real time, the tax movements carried out. In other words, States have come to know - and no longer estimate - the collection volume, based on precise information on the origin and destination of each tax event. In addition, the electronic invoice simplified the collection of taxes, facilitated the management of revenues and also reduced the rate of tax fraud and tax evasion, by improving control mechanisms, giving almost immediate reaction power to the tax authorities.

For companies, the electronic invoice also significantly reduced administrative costs for determining and paying taxes. By automating this process through an accessible interface on the internet, the electronic version of the invoice ended up reducing errors in issuing documents and making corrections simpler and faster. The tax, fiscal and financial management of companies was finally able to be integrated by information technology tools. Another great advantage was the agility in the clearance of goods at inspection posts, so that the process became much more transparent and secure.

ETCO participated in the design of the project still within the scope of the National Meeting of Tax Administrators (Encat), in 2005, when it began to be conceived, until its effective implementation, in 2007. The collaboration of the institute prioritized the proposal of suggestions, paths, analyzes and even facilitate access to technological resources essential to the implementation of the project. The fuel and tobacco sectors, widely represented within ETCO, were the first to make accounting records with electronic invoices. In the fuel sector, in particular, which previously recorded tax evasion rates in excess of R $ 1 billion per year, the effects were particularly beneficial. In a very short time, around 900 thousand companies adopted the electronic document, allowing state revenues to make a significant advance in the siege of tax evaders.

Already implemented in almost all economic sectors, electronic invoices are constantly evolving. Another step towards its improvement was the implementation of the Recipient Manifestation, through which the recipient of a tax transaction is notified about the movement, and can confirm or deny it. The technology started to be tested in 2012 and the process became mandatory, in 2013, for the entire fuel sector. In July 2014, it was announced the expansion of the mandatory Manifestation of Recipient to operations with alcohol for non-combustible purposes, transported in bulk.

The technology also has cloud computing, through which information is transmitted by computers and smartphones, and tax events are instantly recorded and shared by all agents in the tax chain. This is a very welcome innovation, which will certainly make the performance of tax evaders more complicated.

Four advantages of Electronic Invoice

Technology has benefited the regularization of businesses and companies, especially when it comes to the Tax Authorities. 5 or 6 years ago, tax evasion was common and, obviously, the government lost a lot of money with this. The solution found was to use technology in favor of regulation.

Soon, according to SPED (Public System of Digital Deed), no company will be able to accept a note other than the NFe itself. In the case of services, the note can be automatically sent via e-mail, since the registration of your company in the city hall already sends an alert in your e-mail whenever any company issues a note in your name.

2. Improved financial management

Until then, the bureaucracy so required in the financial area is simplified and, to work perfectly, it must rely only on the engagement of those involved in the process so that all steps are done safely.

This generates great comfort in addition to optimizing all data storage and management processes, which makes it incredibly easy to exchange information.

In addition, you can easily control your bookkeeping, based on the invoices sent and received, saving the Danfes by email and sending your copy directly to the accounting.

3. Citizenship

The NFe brings with it the opportunity for greater inspection in the tax area, the State and citizens benefit from it.

The greatest example of this is the case of specifying the CPF on the invoice in São Paulo involving the then ICMS. The note also provides more detailed planning and greater engagement by companies and accountants.

This facilitates inspection, since the control of merchandise and provision of services are tied to the notes issued by suppliers and, their crossing with the information from the Super Receita, cross the veracity of the declared value with the received value.

4. Eliminate possible errors

NFe avoids typing errors and has transparency that is extremely important for common errors in paper invoices (mainly in the bookkeeping area).

Access to these documents is done in an agile and fast way, since only a computer with internet access and a digital certificate is needed, which can be purchased at Post Offices at an affordable price, and much less at the cost of printing banknotes, after all.

The Finance Secretary extracts all the necessary information, bringing efficiency to the process, since the notes are stored in the system itself.

Maceió starts to accredit lan houses in the City Hall digital inclusion program

Focused on PREFIS - Tax Recovery Program that seeks to regularize the defaulting taxpayers in the municipality, the Municipal Finance Secretariat (SMF) announced, in partnership with Sebrae Alagoas, an accreditation of lan houses that will integrate “Maceió Digital”, the city's digital inclusion program.

Companies interested in obtaining accreditation must send the scanned copies of the CNPJ and Municipal Registration - CMC cards to credenciamentoprefis@gmail.com, between September 22 and 26, or take the documents to Sebrae's headquarters (Rua Dr. Marinho de Gusmão, no 46, Centro), in the same period, between 14pm and 18pm. After analysis, all participants will receive the result via email on September 26th. According to Renata Fonseca, the initiative aims to bring convenience and digital inclusion to the taxpayer, who will no longer need to travel to the SMF headquarters to use tax services, in addition to increasing the revenue of the lan houses with the printing of the booklets, payment by internet usage and increased customer flow.

The actions are fundamental for the success of the Tax Recovery, since all the services of the Program, such as installment payment and the issuance of slips, will be carried out exclusively through the Internet through a website produced for the Tax Recovery, which is in its final stage. of construction. In addition to PREFIS, the online services available at internet cafes and telecentres will be the issuance of ITBI, IPTU, ISSQN and TLF payment slips, the issuance of the Electronic Invoice and certificates and requirements. The forecast is that, in a second stage, services will be offered by several municipal departments.

The list with the addresses of the lan houses and telecenters will be published in the Official Gazette of the Municipality (DOM) in the coming days, as well as in the communities.

Brazil reaches the mark of 5 billion Electronic Invoices issued

Another milestone in the fight against tax evasion was reached in August. The National Meeting of State Tax Coordinators and Administrators (ENCAT) celebrated, in São Luís, MA, the issuance of 5 billion electronic invoices (NF-e).

For Eudaldo Almeida, general coordinator of ENCAT, "the electronic invoice represents the most modern and revolutionary in the tax administration of Brazil, with a positive impact on the activities and management of companies".

The electronic invoice (NF-e) reached in 2011 the mark of 1,9 billion of emissions and, in the accumulated, it reached 5,167 billion, with more than 800 thousand issuing companies, according to data from the Federal Revenue.

“We have two moments in the tax administration of Brazilian states: before and after the electronic invoice. It is undoubtedly a milestone in the implementation of positive changes, contributing to the improvement of the tax authorities and to the reduction of the Brazil cost ”, concludes Almeida.

On the 9th, during the III International Seminar on Tax Administration of Brazilian States (Siate), in Mato Grosso, an act was held in celebration of the mark reached, with the symbolic delivery of a trophy by Eudaldo Almeida to the executive secretary of the Inter-American Center of Tax Administrations (CIAT), Márcio Verdi.

The NF-e Project is an initiative of the Federal Revenue in partnership with the State Finance Departments, organized in ENCAT, companies and voluntary entities. It integrates the Public Digital Bookkeeping System (Sped), a project with investments foreseen in the Federal Government's Growth Acceleration Program (PAC 2007-2010).

 

Rio Grande do Sul starts using electronic invoices

Rio Grande do Sul is the first Brazilian state to implement, as a test, the Electronic Invoice (NF-e) in commerce. A pilot project that includes four companies (Renner, Lojas Colombo, Panvel and Paquetá), forwards the tax receipt to the consumer by e-mail, and no longer prints the document in stores.

According to the financial administrative director of the Panvel pharmacy chain, Roberto Coimbra, at the time of purchase with the NF-e, the customer will receive a non-tax receipt stating details of the purchase and the key to access the note on the website of the Secretaria da Fazenda do Rio Grande do Sul. The NF-e is also sent by email to the consumer.

The Information Technology Manager at Lojas Colombo, Luis Carlos Alberti, says that NF-e will reduce the costs and bureaucratic procedures that the fiscal printer demanded. With the change it will no longer be necessary for companies to issue a tax document, which makes it possible to use a common printer.

Currently, equipment that issues a paper invoice must be registered with the Treasury Department. The process, in addition to requiring a registration fee at the Farm, does not allow the machines to be used outside the registered address. "The NF-e facilitates if the company goes to a fair and makes a kiosk" says Alberti, Currently, only two units of the Colombo chain - which has 318 stores in the southern states of the country, São Paulo and Minas Gerais - issue the NF -e, both in the city of Farroupilha (RS).

Coimbra says that fiscal printers cost from R $ 2 to R $ 3 thousand and are produced by a few companies. He estimates that the exchange of printers will mean savings of more than R $ 500 thousand reais per year for Panvel. Currently, only one of the chain's 300 stores, distributed in the southern states of the country, issues the NF-e.

For the lawyer Maucir Fregonesi, from Siqueira Castro Advogados, the consumer benefits of NF-e are similar to the Nota Fiscal Paulista. "The consumer will be sure that the operation he performed was formalized at the farm, which reduces tax evasion".

The director of information technology at Lojas Renner, Leandro Balbinot, says that by the end of 2013, chain stores in Rio Grande do Sul will issue the NF-e.

This is the Business Intelligence System Based on Electronic Invoices (BI NF-e), which will allow the State Tax Authorities to integrate the information available in the agency's databases, cross-check the data and produce analytical reports.

“The tool will also allow data manipulation by the various analysis teams, in order to impact the autonomy, agility, productivity and profitability of the tax administration's work, which may result in an increase in the voluntary collection of ICMS”, notes the coordinator from Sefaz-MT's Business System Computerization Unit, Luciney Martins de Almeida Moreira.

The BI NF-e will enable Sefaz-MT to monitor the movement of companies, map economic data from the state's macro-regions, carry out a strategic analysis of ICMS collection, cross-check various data by segment or company, among other possibilities.

In other words, it will make it possible for the State to make fiscal control of the purchase and sale of goods more efficient. “Sefaz-MT intends to use BI in a strategic, analytical and operational way, aiming to extract the maximum profitability from the system, giving access and tools to those who act on the results”, emphasizes the coordinator.

The BI NF-e was developed by Microsoft and the ETCO Institute for the Bahia Department of Finance, which made the source code available to Sefaz de Mato Grosso for implementation. It was up to Sefaz's Information Technology Coordination to install the system.
