Federal Court of Auditors: public policy for the country's borders is non-existent

Report presented by Minister Augusto Nardes concludes that greater integration is needed at the federal level for border protection

A report released this Wednesday (9/9) by Minister Augusto Nardes, from the Federal Court of Accounts, presents a bleak scenario for public policies aimed at Brazilian borders. The report is a diagnosis of the stage of development in which the governance system inserted in these policies is located, of its components related to institutionalization, plans and objectives.

One of the main conclusions of the work is that, currently, the country does not have institutionalized policies in law to guide, in an integrated way, the governmental action related to border issues, which contributes to this being a theme marked by several weaknesses.

Piracy of TV signals generates losses of about R $ 4 billion

Brazil concentrates the largest volume of piracy of cable TV signals in Latin America, generating a loss of approximately R $ 4 billion for companies. This was one of the main issues discussed at the opening of the ABTA (Brazilian Pay-TV Association) Congress, along with the need to approve Bill 239, which aims to make the punishment for those who use the illegal signal more rigid and specific.

Brazil loses R $ 100 billion a year with smuggled and counterfeit products

Cigarettes lead the ranking of smuggled products seized by the IRS (67%), followed by electronics, computer products and even medicines. In addition to causing damage to the market, smuggled products are also harmful to the health of buyers. According to the president of the Institute of Economic and Social Development of Borders, Luciano Barros, the tax burden of items being smuggled to combat smuggling should be reevaluated.

Federal Highway Police Seizes Illegal Goods

The inspection of irregular goods is one of the ways to combat smuggling, counterfeiting and tax evasion. In its annual balance sheet released on February 9, the Federal Highway Police reported having seized, during 2014, a total of 3.766.127 packages of cigarettes in the States of Paraná, Mato Grosso do Sul, Santa Catarina, Bahia and Rio de January. In 2013, the apprehension had been greater, totaling 6.086.022 packages.

In 2014, federal highway police intercepted 168,7 tons of marijuana (117,6 in 2013), 7,8 tons of cocaine (5,9 in 2013) and 815 kilograms of crack (1,9 tons in 2013). Weapons and ammunition of various calibers were seized preventing the supply of criminals and 24,5 people were arrested.
