After announcing winners, the Ministry of Justice announced the opening of registrations for the 5th edition

The best actions to combat piracy in Brazil in 2014 were included in the 4th edition of the National Piracy Combat Award (PNCP). The award is an initiative of the National Council to Combat Piracy and Crimes against Intellectual Property (CNCP), an organ of the Ministry of Justice. ETCO-Brazilian Institute of Competition Ethics supports and acts as project manager. The objective is to identify projects by public and private entities that have stood out in the fight against crimes against intellectual property, especially piracy.

The award is divided into three areas: economic, educational and repressive. Each of these categories can have up to three winners, awarded with gold, silver and bronze prizes.

To decide the winners, the judges evaluate the submitted projects and give scores from 0 to 5 to a series of criteria, such as economic and social impacts, potential of the idea of ​​serving as an example and innovation and creativity. An average of these grades is then made and the result indicates the projects contemplated in each of the categories.

In this edition, the winner of the economic axis was the Brazilian Association of Software Companies, for the initiative Legal Entrepreneur; in the educational area, it won the American Chamber of Commerce for Brazil, with the Escola Legal project; the repressive axis was highlighted by the Federal Highway Police, for the actions of the Thematic Operation to Combat Crimes Against Tax Authorities and Public Health. Among the winners, there are also public bodies, trade associations and even a football team, Corinthians. (See full list of winners below.)

Quality leap

The judges praised the projects presented this year for the quality achieved. “Compared to the previous edition, this year's actions have better planning and more effective coordination,” says Eunice Carvalhido, attorney for the Federal District and one of the judges of the award. "Perhaps it is a consequence of the learning acquired from previous actions and the observation of what has been working."

The awards were delivered on September 11, in the city of Blumenau, Santa Catarina. On the same date, the opening of registrations for the 5th edition of the Award was announced, which should be delivered in 2016. “The PNCP is an important award, as it stimulates creativity and research”, says Eunice.

The National Council to Combat Piracy and Crimes against Intellectual Property (CNCP) announces the winners of the 4th edition of the National Piracy Combat Award (PNCP) on September 11th. The award, which is supported and managed by the Brazilian Institute of Ethics in Competition (ETCO), was developed with the objective of identifying projects by public and private entities that stood out in the fight against piracy and other crimes against intellectual property in 2014.

"We created the award in order to encourage awareness and apprehension actions capable of curbing piracy, which affects society, causing a reduction in tax collection, a drop in the number of formal jobs and an increase in border insecurity" , analyzes Heloisa Ribeiro, executive director of ETCO.

After the award, which will end with the destruction of pirated products in the public square, the opening of registrations for the 5th edition of the National Piracy Combat Prize will be announced.

Adherence to the Piracy Free City

The award ceremony will take place in Blumenau (SC), starting at 10:30 am. On the occasion there will also be the signing of the cooperation term for the Cidade Livre de Pirataria program. Blumenau will be the 14th city to join the program. “We have, in Santa Catarina, the first State Council to Combat Piracy that has coordinated public policies aimed at preventing and suppressing intellectual property violations. Blumenau will be the first city in Santa Catarina to sign this term and we want to expand the program to other municipalities ”, says the Secretary of State for Sustainable Economic Development (SDS), Carlos Chiodini.

Started in 2010 and already implemented in Belo Horizonte, Brasília, Cuiabá, Curitiba, Fortaleza, Manaus, Natal, Osasco, Porto Alegre, Rio de Janeiro, Salvador, São Paulo and Vitória, the Cidade Livre de Piracy Program aims to municipalize the fight against illegal trade in products, so that participating cities actively take on the fight against piracy, developing actions in conjunction with municipal, state and federal institutions, in addition to representatives of civil society.

The Brazilian Institute of Ethics in Competition, ETCO, is a civil society organization of public interest (Oscip) founded in 2003 with the objective of identifying, discussing, proposing and supporting actions, practices and projects that result in concrete improvement of the business environment in the Brazil. Judging commission of the National Piracy Combat Prize installed

ETCO is the project manager who, in 2013, had 20 entries

The third edition of the National Piracy Combat Prize (PNCP) had, on October 23, its judging commission officially installed during a meeting at the National Secretariat for Judicial Reform of the Ministry of Justice (SRJ / MJ), in Brasília (DF) . ETCO is the project manager, created by the National Council to Combat Piracy and Intellectual Property Offenses (CNCP).

Competitors include universities, unions, chambers of commerce, customs agencies and even police stations. In total, 20 projects were entered between September 9th and October 15th, double the number of works entered in the last edition of the award. The judging commission is now tasked with choosing the best candidates in three areas: economic, repressive and preventive / educational.

The PNCP jury is formed by the Minister of the Superior Court of Justice Sidnei Beneti; by Senator Vanessa Grazziotin; by the President of the Chamber of Deputies' Committee to Combat Piracy, Guilherme Campos; by former Minister of Development, Industry and Foreign Trade Luiz Fernando Furlan and by the Attorney General of the Federal District and Territories, Eunice Pereira Amorim Carvalhido, President of the College of Attorneys General.

On December 3, National Day to Combat Piracy, the result of the award will be announced at a ceremony in Brasília.

PNCP is part of the guidelines of the III National Plan to Combat Piracy, which was launched in May and is valid from 2013 to 2016. The initiative aims to identify, recognize and reward public and private entities that stand out in the fight against piracy and other crimes against intellectual property.

The CNCP was created in 2004 and has in its composition government agencies and civil society entities represented by sectors affected by piracy in the country. CNCP is a government entity composed of representatives of public and private power, a pioneer initiative in the world in what the protection of intellectual property.
