The bottlenecks in Brazilian legislation that negatively affect the business environment in the country should be reviewed, with the elaboration of proposals to eliminate the difficulties that hinder the growth of companies. Senator Romero Jucá (PMDB-RR) was in charge of coordinating this work by the presidents of the Senate, Renan Calheiros (PMDB-AL), and of the Chamber of Deputies, Eduardo Cunha (PMDB-RJ).

According to the parliamentarian, the legislature must assume the responsibility of creating the conditions for the growth of the economy, in search of the “unlocking of the country”. For Jucá, companies need an environment of credibility, legal security and without obstacles, because "employment is created with economic activity". One of the points to be attacked, in the senator's evaluation, are the requirements for opening, operating and closing companies.

In addition to the facilities for opening, operating and closing companies, Romero Jucá states that he intends to propose a change in the transition between the Simples categories - individual microentrepreneurs (MEI), microenterprises (ME) and small businesses (EPP) - and the other systems tax.
