Consumers will have premiums and IPTU reduction with electronic invoice

The electronic invoice of the municipality of Rio, released yesterday by Mayor Eduardo Paes, may yield prizes of up to R $ 20 for consumers who require it when paying for services such as those provided by beauty salons, gyms, colleges and workshops mechanical. The prizes will begin to be drawn in October, when the note will become mandatory for all service providers. Until then, the city will set the rules for the draw, and establishments will have to prepare to issue the electronic bill.

In June and July, the coupon will be optional. In August, it becomes mandatory for service providers with annual sales of more than R $ 240 thousand and, in October, everyone will have to issue the invoice. The first step for consumers and providers is to register at the electronic address www.notacarioca.rio.gov.br. To do this, you must register the CPF on the website of the Nota Carioca program. Only invoices issued from October will be valid for benefits.

In addition to the prizes, consumers will also be able to obtain, with the invoices, discounts of up to 50% in the Property Tax and Urban Territory (IPTU) from 2012.


- With that, we want to make each citizen a tax collector in the city. But, now, our focus is to assist the service provider, so that he may join the system - said Eduarda La Rocque, municipal secretary of Finance.

City Hall wants to raise another R $ 150 million The expectation of the Secretariat of Finance is to increase the collection by R $ 150 million only in the first year of implementation of the “Nota Carioca”. The new electronic services invoice system will combat tax evasion and improve ISS collection.

The adoption of the system is inspired by cities like São Paulo and will allow the city to have a large tax database, since there will be the registration of each digital invoice issued. With this, the ISS is calculated and collected more quickly, which will reduce bureaucracy and costs with the storage of invoices, which, under the current system, need to be stored by the service provider for up to five years.


- Rio has a huge problem of informality.
