Minister expects social inclusion for individual microentrepreneurs

Brasília - The Minister of Social Security, José Pimentel, said today that he expects approval, on the 9th, in the Chamber of Deputies, of the Bill that provides social security inclusion for individual microentrepreneurs, with revenues of up to R $ 36 per year . Feirantes, street vendors, sacoleiros, popcorn makers, rubber workers and manicurists fall into this category, currently in the informal sector.

He highlighted the importance of the project during the regular meeting of the National Council for Social Security. “I had a conversation yesterday with leaders from the government base and also with the opposition. Today, I spoke with the parliamentary front of the small and micro company and we made a procedural agreement ”, he informed.

If the project passes the Congress, microentrepreneurs will be entitled to be included in Simples Nacional, if they contribute with R $ 50 in replacement of seven taxes that now have a zero rate. That is, they leave informality and will not need to pay the Corporate Income Tax, PIS / Pasep, Cofins, CSLL, INSSpatronal, ICMS which is state and ISS, which is municipal.

To collect the R $ 50, an agreement is being negotiated with the electric energy companies that will deduct the direct value from the electricity bill. “The resources will come to collaborate with the Social Security Social Contract, which is opaque among the whole society so that the elderly can have a life,” he said.
 


The minister also emphasized that the concern is not with the collection itself, but with the formalization of these entrepreneurs. According to him, when the micro-entrepreneur is included in the system, he has the right to issue and receive invoices, which makes his transactions legal.

"We are going to solve this degrading process that we are witnessing today with the rapa [fiscal] and the police, chasing those workers mainly in large centers, and also fighting apiracy", he said.

Figures released by the minister show that there are currently 36 million people between 16 and 60 years of age outside the social security system. In the case of micro-entrepreneurs, the estimated number reaches 4 million people.

In addition to legalizing the company, this type of entrepreneur, when collecting 11% of the minimum wage amount, will have the right of individual taxpayers such as retirement by age, retirement by disability, sickness benefit, maternity salary, death pension and retirement aid. seclusion, less retirement due to contribution time.

This was the first time that José Pimentel attended the meeting as minister. He took over the portfolio on the 11th of this month, replacing Luiz Marinho, who left the post to run for this year's election.

In addition to the inclusion of more Brazilians in Social Security, the Minister defended the inclusion of a provision in the Tax Reform that ensures the exemption from payroll.

“It is very important to reduce the Brazil cost. But when the new rules come into force, the Employer's Social Security, which today is 20% on the payroll, has a decrease of up to 14%. This difference in the mold in which it is placed, burdens Social Security, ”he said.

The minister's proposal is that as the transfer to the Social Security is reduced, the Federal Budget will make the corresponding transfer, so that Social Security does not have a high deficit.
