Encouraging smuggling

With the owner of 50% of the cigarette market smuggled to neighboring countries sitting in the chair of the president, it would be difficult to imagine that Paraguay would raise tobacco taxes from the current 13% to the expected 50%. It didn't increase.

The Paraguayan Senate has just raised rates from 13% to 20%, a figure still insufficient to reduce smuggling to countries like Brazil, where taxes on this type of product reach 65%. The measure has yet to be ratified by the Paraguayan Congress.
