The National Meeting of State Tax Coordinators and Administrators (Encat) held this week in Porto Alegre (RS), defined the implementation guidelines for the project to use the Electronic Invoice (NF-e) in retail sales to the final consumer. The State of Sergipe is part of the group that will develop the pilot project together with companies from different segments.

According to what was defined in Encat, the expectation is that in the first half of next month (July) the pilot group will be formed, with ten companies from different segments, to test the issuance of the note and the contingency alternatives.

The idea of creating the consumer electronic invoice (NFC-e) in substitution for printing the tax document on paper is an innovative and pioneering project in the country and Sergipe is one of the states that lead the discussion, as it has already been working internally. The mechanism is being called nationally the Electronic Consumption Invoice (NFC-e) and the proposal is that the tests occur at least until the end of the year, when other states should expand access to electronic issuance to all retail companies through voluntary membership.

According to the IT director of the State Secretariat of Finance, Almerindo Rehem, who participates with other technicians from Sefaz-SE of Encat, during the pilot phase of the project, the experiences will be evaluated and the legal basis for definitive implementation of the NFC- will be consolidated. and replacing tax coupons. “Although only one IT company from Sergipe came to the meeting here in Rio Grande do Sul, the presentation was very well accepted! There were approximately 150 people and 40 companies from other states. Among them were Gerdau, Renner, Panavel and Paquetá, among others. All of them will participate in the pilot and support the project. The support was also declared by the ETCO institute and the GS1 group ”, commented the IT director at Sefaz Sergipe.

The states that will officially participate in the pilot will be - in addition to Sergipe - Rio Grande do Sul, Maranhão, Amazonas and Mato Grosso. “IT companies can only participate in the pilot through an authorized retail company. That is, they will not have access to documentation and information about the project in any other way. The deadline for companies to speak out (via email: nfce@sefaz.se.gov.br) is July 12th next ”, informed Almerindo.

The communication channel of the companies participating in the pilot will be through the Virtual Project Office (http://projetosencat.sefaz.am.gov.br/). Pilot members will be registered on the website for restricted access and a communication channel with the project leaders.
