São Paulo receives BI from NF-e

São Paulo is the newest State to receive the Business Intelligence System Based on Electronic Invoices (BI NF-e) from the free availability of the source code and documentation, necessary for the implementation of the system, to the Secretary of Finance of the State of São Paulo (SEFAZ-SP).

The tool, designed to work in any state, aims to equip the inspection of operations covered by NF-e and contribute as an instrument to combat tax evasion and increase the collection of the Tax on Circulation of Goods and Services (ICMS).

The system is the result of the Cooperation Agreement signed in September 2009, between the Government of the State of Bahia and ETCO, in which Sefaz Bahia undertook to develop and subsequently make the system available to the Secretariats interested in its implementation. BI NF-e was developed by Microsoft together with technicians from Sefaz / BA.

In addition to Bahia, 16 states have already received the system: Acre, Amazonas, Goiás, Mato Grosso, Mato Grosso do Sul, Maranhão, Paraíba, Paraná, Piauí, Rio Grande do Norte, Rondônia, Roraima, Santa Catarina, São Paulo, Sergipe, beyond the Federal District.

Crusade against tax evasion in the United States

The delivery of the source codes and technical documentation of the BI NF-e System - or Business Intelligence System based on Electronic Invoices - to 14 Finance Departments was just the beginning of a work whose main goal is the effective implementation of the system in all the states of the country. Since the beginning of August, an ETCO delegation has visited State Finance Secretariats with the objective of establishing partnerships and mobilizing the states to adopt not only the BI NF-e, but also other control tools such as Sicobe - for the soft drink industry - and Scorpios - for the cigarette industry.

On August 11, the Finance Secretary of Pará, José Tostes Neto; the assistant secretary of Revenue, Nilo Rendeiro de Noronha and the coordinator of the Fazendária School, Maria de Nazaré Arruda, received ETCO executive president Roberto Abdenur and Everardo Maciel, member of the Advisory Board. The main focus of the meeting was the development of actions aimed at combating tax-related offenses and the free offer to the State of NF-e BI.

On the occasion, Tostes Neto stated: “we identified a great potential for work in the tool offered. The State Government and ETCO will sign a cooperation agreement and as soon as possible the software must be added to the secretariat's computer system ”.

On the 15th, it was the turn of the São Paulo Finance Secretary, Andrea Calabi, to receive Abdenur's visit. The secretary said that the State already has a tool similar to BI, but was interested in comparing them.

Also in August, on the 17th, the president of ETCO and Everardo Maciel went to Paraná, accompanied by Paulo Ayres and Antonio Totaro Neto, representing two sectorial chambers of the Institute. The four were received by the Finance Secretary Luiz Carlos Hauly, at a meeting in which possible partnerships were discussed in the development of actions aimed at combating tax evasion in the State, including the implementation of the BI NF-e, a system of combat applied to the Nota Fiscal Electronics, delivered free of charge by ETCO to the State, during an event held in April in Espírito Santo.

On the last visit, on September 6, Roberto Abdenur went to Belo Horizonte accompanied by Cesar Guimarães and Amaury de Azevedo, representing two sectorial chambers of the Institute. The three were received by the Finance Secretary Leonardo Colombini, by the State Revenue Undersecretary Gilberto Silva Ramos and advisers. ETCO representatives were able to explain the alternatives and tools that can be adopted by the State to contain tax evasion and expand control over the application of tax laws.

On August 11, the State Secretariat of Finance of Pará (Sefa) was visited by two representatives of the Brazilian Institute of Ethics in Competition (ETCO), a civil society organization of public interest (Oscip) that brings together companies and business entities. non-governmental, with the objective of promoting improvement in the business environment and stimulating actions that avoid competitive imbalances caused by tax evasion, informality, falsification and other misconduct.

The audience was attended by Ambassador Roberto Abdenur, executive president of ETCO and Everardo Maciel, member of the Advisory Board. They were received by the Secretary of Finance, José Tostes Neto; by the assistant secretary of Revenue, Nilo Rendeiro de Noronha and by the coordinator of the Fazendária School, Maria de Nazaré Arruda. The subject of the meeting was to introduce the institution and propose a partner in the development of actions aimed at combating illicit taxes.

ETCO offered Sefa, free of charge, software that works with the Electronic Invoice (NFE) system, aggregating and crossing the information available in the databases, generating analysis reports, consolidating statistics by sectors and regions and allowing the secretariat obtain data on the state economy in real time, facilitating the planning of actions. This tool has already been successfully installed at the Bahia State Finance Department.

Founded in 2003, the Brazilian Institute for Ethical Competition works to raise society's awareness of the social harms of unethical practices, and their negative effects on the country's growth. It also supports initiatives that encourage ethical behavior in the economy, and promotes and encourages studies and research carried out in partnership with institutions. ETCO comprises six sectorial chambers, bringing together companies in the technology, medicine, fuel, tobacco, beer and soft drink segments.
